About Driving in Shanghai: the temporary permit

Visiting foreigners who need to drive in Shanghai can apply to the traffic police for a temporary driving permit. Bring your passport, your foreign licence and a certified Chinese translation; for stays under three months the permit runs for three months, and it can be extended up to one year. Rental cars are limited to small vehicles (C1 and C2). You can apply at the Vehicle Management Office branches or the service counters at Hongqiao and Pudong airports; the rules were last updated in January 2026.

Why it's on our list

  • Passport + licence + translation
  • Three months
  • Counters at both airports

Opening hours, prices and seasonal openings change, so please check with Driving in Shanghai: the temporary permit before you go.
